!Born in George Washington University Hospital at 11:30 pm. She came home to her parents' house on Fayette Road in Kensington, MD. At six months of age, the family moved to Broomall, PA when her father, William Pennington, went to work
for her maternal grandfather, George C. Lewis, as the comptroller of his engineering firm. It was during this period that Lee Pennington, Catherine's brother, was born. In 1952, the family moved back to Maryland, purchasing a home at 9004 Clifford Avenue, Chevy Chase, MD. The family then moved to Dayton, Ohio, where William Pennington worked for the Air Force at Wright-Patterson AFB as a civilian auditor. The family moved back to the Washington area in 1954 when William started his own CPA firm. The family home at 9004 Clifford was not available since renters were still in the home. The family resided at 4814
Flanders Avenue in Garrett Park, MD for 6 months before moving back into the Clifford Avenue home. In 1957, twins, Walter and Marcia, were born to the family. As a result, the family built a new home at 9100 Kensington Parkway, Chevy Chase, in 1961. William C. and Marcia L. Pennington continue to reside in this home as of 2010.

!Catherine attended the public schools of Montgomery County, Maryland: North Chevy Chase Elementary School, Kensington Junior High (since torn down) and Bethesda-Chevy Chase High School. Growing up, Cathy was active in the Children of the American Revolution, serving as Society President, State Officer, State President and National Vice President of the Mid-Atlantic Region. Following High School, she spent the summer of 1968 as an exchange student at the University of Dundee in Scotland. She also visited England and France. She matriculated at the University of Maryland in the fall of 1968. She dropped out of college in the spring of 1972, and went to work as a swimming pool manager in Washington, DC. Having joined the LDS Church in October of 1970 through the missionary efforts of a fellow CAR national officer, Phyllis Glasgall, she submitted the papers for a mission in June of 1972. She was called to serve in the Italy South Mission and entered the Salt Lake mission home in September of 1972. She was then sent to two months of language training at Brigham Young University. She flew to Italy just after Thanksgiving in November of 1972. Her mission included service in Bari, Florence, Catania, Palermo (these last two in Sicily), Brindisi and Naples.

!Upon return from Italy in April of 1974, she went back to work as a swimming pool manager and returned to University of Maryland. It was a strange sensation to go from wearing missionary garb to wearing a swim suit each day for work! In December 1975, she graduated from the University with a B.S. in Government and Politics. In January 1976, she began work on a masters degree in the Administration of Justice, specializing in Court Administration. To help defray costs at American University, she took a full time job in the Law Library as the Business manager. This job changed her career goals.
